I thought of adding affects, but I figured one image on the page was enough. My system is meant to be as simple and fast loading as possible

The only suggestions I have are maybe make the text in the footer smaller, change the styling of the "Comment" button (to submit comments) when it is not hovered and move the "You didn't fill in the form properly!" message down to above the form instead of the top of the page. Also there's a bug where if a news post doesn't exist but you try and visit it using eg
http://beta.dotlou.com/comments/45/ then the comments form still appears.

Very nice with a simple layout.
I would:
Make the inner area of the news posts a white colour.
The minimalistic colour scheme is good but you can use it as an advantage to bold other elements (titles/comments/posted by etc).
If you are not changing anything in the main div area a good thing to do could be to have a nice body background gradient or pattern. Not too distracting but just emphasize the main area a bit.

I didn't think of checking if there was a post there before showing the comment form, thanks for that.

That's not my choice of colour, it came with the design, but I'll change it. I think it'll look better in white too

I could try and find a nice theme for that. I won't bold the comments themselves though, as my bold bbcode tag will be messed up if I do (Yes, I have bbcode

I currently have 4 images in the design (the header, the xhtml, css, and license buttons) and I personally think it shouldn't be any higher. However, that's just a matter of opinion

I actually like that font on your website, I think it looks pretty cool... However, if you must change I always go for the old-school font family: Verdana, Arial, Helvetica, sans-serif;
I would also suggest making the text saying 'comments' and 'last updated on etc' slightly smaller, and have a slight gap from that page break... ie, something like margin-top:5px;
Also the same between the title of a comment and the content actually, but slightly larger: 10px?
Just my thoughts, other than that it is very good.
