Updates to rules

Several forum specific rules threads have been updated, the ones with the most significant changes have been appended with "[UPDATED]".

This is not to make the forums more strict, in fact, it was mostly to make things more clear, more professional, and allow a bigger margin of error (humans make mistakes, therefore they will be allowed. We aren't cruel ).
